Project objectives The objective of this assignment is to provide technical support for development appropriate and practical feedlot models in FSRP Project counties. This will be undertaken within the framework of the Food Systems Resilience Program (FSRP). The Consulting services will include provision of technical support to the national and county level FSRP implementing agencies and other designated stakeholders in establishment of feedlots. The assignment entails design of appropriate model, provide structured technical support and backstopping. This will involve:- The Consultants will also identify and propose viable business models and investment opportunities that can attract private sector and development partner investment into the feedlot systems
- Engaging communities through participatory and inclusive approaches to enhance ownership and adoption.
- A minimum of MSc in Civil Engineering, Bio-systems and Agricultural Engineering, or related discipline from a university/institution recognized in Kenya
- At least 10 years of general experience in general water structure design and construction management
- At least 5 years’ specific experience in designing or managing water dams (construction, running, maintaining) with knowledge and experience with appropriate water storage

- At least 12 years’ general experience in designing agricultural facilities, particularly feedlots, with a focus on infrastructure optimization and proficiency in software and knowledge of environmental and waste management practices.
- At least 8 years’ specific experience in designing & implementing agricultural engineering infrastructure, designing and managing water infrastructure with communities
- Development of a comprehensive Gender Action Plan that guides gender-responsive and inclusive interventions across the EWA Tanzania Project.
- Strengthened governance, managerial, technical, and financial capacity of the ten women-led cashew cooperatives.
- Improved integration of women-led cooperatives into commercial cashew value chains, particularly through structured off-take arrangements with YYTZ.
- Updated and investment-ready business plans that enable cooperatives to access financial services and expand their operations.
- Enhanced peer learning, knowledge exchange, and technical expertise among cooperative members and partners.

- Minimum 5 years of professional experience in EU legislation, policy advisory, or regulatory alignment
- Proven experience with EU agricultural legislation, policy frameworks, and approximation processes
- Knowledge of EU Common Agricultural Policy (CAP) and related regulatory instruments is an asset
- Experience in development cooperation projects, preferably in Eastern Europe or EU accession contexts
- Strong analytical, drafting, and advisory skills
- Excellent command of English (C1 level); Ukrainian language skills are an advantage

- Review and analyse EU legislative acts and regulatory frameworks relevant to agriculture, vocational education, and advisory systems
- Support the development of EU-aligned legal and policy recommendations for Ukrainian counterparts
- Advise public institutions on institutional roles, governance models, and implementation mechanisms in line with EU standards
- Contribute to the preparation of policy notes, legal drafts, roadmaps, and strategic documents
- Participate in expert workshops, consultations, and online advisory sessions with stakeholders
- Support capacity-building measures for public authorities and sector institutions
- Ensure coherence between legislative recommendations and labour market, skills, and qualification requirements
