We are currently looking for open-minded and motivated International Public and Private Animal Health Services Development Specialist for a Livestock Health and Value Chains Improvement Project in Cambodia. Job description The international consultant will work in close consultation with the GDAHP veterinary services management and senior technicians to develop programs and policy instruments to support the emergence of private animal health service delivery: (i) Conduct an analysis of animal health service delivery in Cambodia and the associated public and private costs and identify animal health and sanitary inspection services for potential private sector delivery; (ii) Review the framework for animal health worker governance and prepare a plan for the establishment of a Veterinary -Council and a Veterinary Association, including the charters of these organizations and financing plans that ensure their sustainability; (iii) Prepare recommendation for the revision of existing policies and laws to ensure that the role of the Veterinary -Council is enshrined in Cambodia legislation; (iv) Prepare recommendations for public-private partnership agreements for private veterinarian delivery of selected public good animal health services; (v) Review the current capacities of village veterinary workers and the training and certification processes and make recommendations for strengthening their capacities and roles as front-line animal health and production services providers with particular attention to CLHVCIP developed programs including animal identification and animal production and health information systems; (vi) Make recommendations for the project establishment of a sustainable VVW capacity building and certification program, including online knowledge products. (vii) Collaborate with the national animal health services cost recovery specialist to specifically identify policies and programs that create unfair competition; (viii) Review and prepare recommendations concerning laws and regulations related to the registration and governance of private veterinary clinics and pharmacies. Qualifications and requirements
  • Post graduate degree in veterinary science and at least 10 years of experience in the development of policy and practice for private animal health services in transitional economies, including at least 5 years of experience in Southeast Asia.
  • The consultant should be capable of rapport with personnel at various levels, including farmers, government staff, national consultants, and international organizations. Experience in transitioning animal health services from public to private sector delivery and in veterinary legal frameworks including those for governing institutions is required.
  • A strong self-motivated individual working with no or minimal supervision and able to travel to the rural areas and meet tight deadlines is required. The person should have excellent skills in written and spoken English and be fully conversant with computer use. We are currently looking for open-minded and motivated International Frozen Semen Processing Laboratory Specialist for a Livestock Health and Value Chains Improvement Project in Cambodia. Job description The International Semen Processing consultant will complete the following tasks by assisting the GDAHP and NCBC Management Board to: (i) Assist the NCBC to develop Standard Operating Procedures (SOPs) for semen collection, processing, freezing, storage and distribution in Cambodia; (ii) Review the equipment and materials procurement list for the NCBC laboratory and liquid nitrogen storage and prepare detailed specifications for their procurement; (iii) Review the laboratory design plans and, in consultation with the construction engineer, make any recommendations for their improvement. (iv) Train NCBC laboratory staff in the collection, processing, freezing and storage of bull semen and assist them to apply the associated SOPs; (v) Review plans for regional frozen semen and liquid nitrogen distribution centers and assist the design engineers to improve plans if required; (vi) Develop a training manual and conduct training programs for POAHP staff in frozen semen and liquid nitrogen storage and sale; (vii) The consultant will work in close collaboration with the international specialist for livestock breeding and the national livestock breeding specialist. Qualifications and requirements
  • Post graduate qualification in veterinary science, biology, or a related science and at least 10 years at a senior `level in the development and management of cattle semen processing laboratories, including in developing countries and, preferably, in Southeast Asia.
  • A good understanding of WOAH standards for semen production and processing and of the preparation of training curricula is important. The person should be a team- oriented professional with good analytical and communication skills, able to support the development of good laboratory practices at the NCBC.
  • The consultant should be capable of rapport with personnel at various levels, including staff, national consultants, agribusiness industry personnel, and international organizations. A strongly self-motivated individual working with no or minimal supervision and able to travel to the rural areas and work in difficult conditions and meet tight deadlines is required.

Job description The consultant will: (i) Compile detailed statistics on livestock populations, livestock and livestock product prices, domestic and import/export trade, input supply and prices,and product processing and a compilation of relevant policies, strategies and plans for the sector; (ii) Conduct a series of focus group discussions with smallholder and commercial livestock farmers, input suppliers, service providers, domestic and regional traders, meat processors and sellers, and national and provincial government staff with a view to identifying strengths, weaknesses, opportunities and threats to livestock development in Cambodia; (iii) Develop a series of production models to determine the relative profitability of smallholder and commercial livestock production in Cambodia and aggregate these models to provide a national perspective on livestock production and market supply; (iv) Identify policy constraints and workshop those and workshop solutions with sector representatives; (v) On the basis of this analysis and discussion, prepare necessary policy recommendations and outline a livestock development strategy 2026 to 2030 for GDAHP consideration; (vi) In partnership with GDAHP, conduct a national workshop to review agreed policy and strategic recommendations; (vii) Draft a livestock sector development strategy and plan 2026 to 2030 for government review and adoption. Qualifications and requirements
  • Post graduate degree in livestock production, veterinary science or a related science and at least 10 years of experience in livestock production systems development in transitional economies.
  • A sound understanding of the Cambodian livestock sector is essential. A comprehensive understanding of the ASEAN Free Trade Area (AFTA) agreement is required.
  • Experience in commercial livestock farming would be preferred. The consultant should be capable of rapport with personnel at various levels, including farmers, government staff, national consultants, and international organizations.

Job description The specialist will complete the following tasks, assisting the GDAHP to: (i) Identify 3 forage program start up districts in each project province together with participating Provincial Office of Animal Health and Production (POAHP); (ii) Identify, nationally and internationally, available climate-adapted forage varieties with potential for integration into smallholder farm cropping and livestock systems in the project provinces, including varieties suitable for intensive forage production and for grazing land reinforcement; (iii) Assist the CLHVCIP PIU to order the forage genetic material required for program start up; (iv) Plan a comprehensive soil testing program across the project locations; (v) Propose and support implementation of climate-adapted strategies for smallholder farmer and farmer group conservation and storage of fodder including strategies to restore pasturelands to better quality condition; (vi) Identify and support implementation of climate-adapted strategies for smallholder farmer-based forage seed and vegetative material production to jump-start project forage interventions, including a view to the future commercialization of such strategies; (vii) Prepare a forage manual and information sheets for use by technical support staff and farmers and assist the PIU to link those outputs and the web-based Selection of Forages for the Tropics (SoFT) package to the CLHVCIP mobile-phone-based ICT program; (viii) Identify the capacity building needs of different implementers and advise on how these needs can be addressed to ensure their effectiveness in terms of program outcomes; (ix) Advise the GDAHP and PIU on how to enhance synergies with other programs; (x) Advise the GDAHP and PIU on the best learning options for regional forage study tours and exchange visits; (xi) Coach, mentor and train the GDAHP, POAHP and Technical Service Center (TSC) trainers in all aspects of sustainable forage and forage seed production; (xii) Support PIU staff in a timely manner in the preparation of their contribution to the project annual work program and budget and annual procurement plan; (xiii) Support the PIU and GDAHP to create collaborations with the private sector; (xiv) Attend meetings/workshops under the project and offer advice/technical opinion with special focus on those that may affect forage genetic material and forage production and storage; (xv) Advise the GDAHP on new developments about policy and innovations in sustainable forage and forage seed production and forage-based animal nutrition and best practices; (xvi) Coordinate and mentor the work of the national forage consultants.   • Post graduate degree in agriculture or natural resource management and at least 15 years of experience in establishing forage production systems in transitional economies, including in Southeast Asia.
  • Familiar with forage development work in Cambodia and surrounding countries and with applied forage research in leading developed countries.
  • Excellent knowledge of innovations (in forage species and production systems, including sustainable seed production) worldwide is essential.

Knowledge of slaughterhouse and meat processing operations in areas of limited resources and low levels of technical capacity and in the preparation of GMP training curricula would be preferred, as would experience in the concepts for GMP to be practical and affordable for use by small-medium scale slaughterhouse and meat cutting operations in Cambodia.

Job description Responsibilities of the consultant include (but are not limited to) the following: (i) Review the NVVC vaccine and viral production unit designs and equipment procurement list and suggest variations to these documents as required; (ii) Inspect the construction of the NVVC viral and vaccine production units and ensure that conditions for the achievement of GMP and BSL2 standards are met; (iii) Prepare a set of WOAH-compliant SOPs to produce hemorrhagic septicemia, fowl cholera and fowl pox vaccines; (iv) Establish procedures for the establishment of the NAHPRI laboratory information management system (LIMS) in the NVVC viral and vaccine production units; (v) Train GDAHP appointed NVVC viral and vaccine production staff in the implementation of the WOAH-compliant viral and bacterial vaccine production SOPs and the LIMS and supervise their implementation of viral and bacterial vaccine production programs; (vi) Provide supervision and refresher training for NVVC viral and bacterial vaccine production staff on an annual basis for the first three years of NVVC operation; (vii) In partnership with the ISO 17025 specialist, develop a strategic plan to implement GMP and BSL2 standards in the NVVC QCL; (viii) In partnership with the ISO 17025 specialist, develop a plan for the GMP and BSL2 accreditation process (ix) Perform other tasks as may be assigned by the Project Director.   • Post-graduate level qualification in veterinary sciences with at least 10 years of experience at a senior level in viral and bacterial vaccine production unit management, including using cell culture technology.
  • At least 5 years of experience in a senior position in a vaccine production facility applying GMP and BSL2 standards. The viral and bacterial vaccine production expert should have experience in vaccine production in a developing country. Good understanding of WOAH viral and bacterial vaccine production protocols is essential.
  • A team-oriented professional with good analytical and communication skills, able to make easily understandable practical and technical ISO17025 inputs. The consultant should be able to strike rapport with personnel at different levels, including staff, national consultants, and international organizations.
  • A strong self-motivated individual working with no or minimal supervision and able to travel to the rural areas and meet tight deadlines is required.

We are currently looking for open-minded and motivated International Vaccine Quality Control Laboratory Specialist for a Livestock Health and Value Chains Improvement Project in Cambodia. Job description Responsibilities of the consultant include (but are not limited to) the following: (i) Review the NVVC QCL design and equipment procurement list and suggest variations to these documents as required; (ii) Inspect the construction of the NVVC QCL and ensure that conditions for the achievement of ISO 17025/Good Laboratory Practice are met; (iii) Prepare a set of WOAH-compliant SOPs for the quality testing of hemorrhagic septicemia, fowl cholera and fowl pox vaccines; (iv) Establish procedures for the establishment of the NAHPRI laboratory information management system (LIMS) in the NVVC QCL; (v) Train GDAHP appointed NVVC QCL staff in the implementation of the quality control test regime and the LIMS and supervise their implementation of the quality test program; (vi) Provide supervision and refresher training for NVVC QCL staff on an annual basis for the first three years of NVVC operation; (vii) In partnership with the ISO 17025 specialist, develop a strategic plan to implement the ISO 17025 Quality System in the NVVC QCL; (viii) In partnership with the ISO 17025 specialist, develop a plan for the ISO 17025 accreditation process (ix) Perform other tasks as may be assigned by the Project Director. Qualifications and requirements
  • Post-graduate level qualification in veterinary sciences with at least 10 years of experience at a senior level in vaccine quality control laboratory management.
  • 5 years of experience in a senior position in a vaccine quality control laboratory implementing a system according to the requirements of ISO/IEC 17025.
  • Experience in vaccine quality control in a developing country. A good understanding of WOAH vaccine test protocols is essential. The person should be a team oriented professional with good analytical and communication skills, able to make easily understandable practical and technical ISO 17025 inputs.
  • Ability to strike rapport with personnel at different levels, including staff, national consultants, and international organizations.
  • A strong self- motivated individual working with no or minimal supervision and able to travel to the rural areas and meet tight deadlines is required.
  • Excellent skills in written and spoken English and be fully conversant with computer use. Sensitivity to issues associated with gender, ethnicity, and poverty especially in the context of Cambodia is important.

We are currently looking for open-minded and motivated International Epidemiology Specialist for a Livestock Health and Value Chains Improvement Project in Cambodia. Job description The international epidemiology consultant will complete the following tasks: (i) Prepare comprehensive guidelines on animal health surveillance in Cambodia; (ii) Strengthen the legal authority for animal disease regulations compliance as required for an upgraded epidemiology program; (iii) Improve disease reporting by farmers, VAHWs and district and provincial officials by assisting in the development of a mobile-phone-based APHIS program for Cambodia; (iv) Establish a sustainable computerized reporting system to secure ongoing surveillance data and optimizing progression of Cambodia on the WOAH-led PCP‐ FMD; (v) Establish an effective FMD DCZ in southeastern Cambodia, including an effective disease surveillance system; (vi) Establish intensive and prolonged strategic FMD vaccination in Cambodia, commencing with the PV DCZ; (vii) Enhance disease surveillance with extensive serological monitoring by differentiation of infected and vaccinated animals DIVA for assessment of vaccine- induced serological responses and enhanced disease detection; (viii) Establish an emergency disease response capacity through effective training and testing; (ix) Contribute to the development of an effective public awareness program on the importance of FMD/TAD control; (x) Improve the monitoring of veterinary drugs in Cambodia, restrict the use of antibiotics in animal feed, and enhance AMR and antimicrobial use surveillance systems at NAHPRI by designing epidemiological studies to optimize residue detection; (xi) Contribute to the development of an effective public awareness program for Cambodian farmers on the misuse of antibiotics in animals and antimicrobial stewardship; (xii) Improve monitoring of the five priority zoonotic diseases in Cambodia, including avian influenza, rabies, trichinellosis, anthrax and leptospirosis, through enhanced surveillance of these diseases, particularly in the other project provinces; (xiii) Expand studies on diseases of bovine reproduction, including establishing serological tests (e.g., microscopic agglutination test; MAT) for multiple leptospire serotypes, with antigen capture (e.g., ELISA) and antibody tests (e.g., ELISA or agar gel immunodiffusion; AGID) for BVD (bovine virus diarrhea), and Neospora caninum serology (e.g., ELISA); (xiv) Support GDAHP to establish a bovine leptospirosis vaccination program for reduced human health risk and bovine reproductive losses; (xv) Research the need for a bovine fasciolosis surveillance and disease control program supported by molecular diagnostics to investigate the potential presence of zoonotic hybrid species of F. gigantica/hepatica. Design such a program if supported by the collected evidence; (xvi) Assist team leader coordinate with: (a) providing climate change specialists updates to or new climate sensitivities of any component of the epidemiological program; b) identifying required climate resilience and adaptation measures associated extra costs; and c) assist identifying the key implementation indicators the epidemiological investments that will impact climate through animal health. Qualifications and requirements
  • PhD in veterinary epidemiology and at least 10 years of experience in developing surveillance strategies and in establishing and verifying laboratory diagnostic tests
  • Technical expertise in developing surveillance strategies, assisting in establishing and verifying laboratory diagnostic tests, establishing and training in computerized disease reporting systems, designing, and conducting surveys, and designing and evaluating effectiveness of public awareness programs in TAD control and One Health.
  • Experience in epidemiology and animal disease management and smallholder livestock production in ASEAN countries is essential, preferably including experience in Cambodia.
  • The specialist should be a team oriented professional with good analytical and communication skills. S/he should be capable of rapport with personnel at various levels,including farmers, government staff, national consultants, and international organizations.
