GIZ Project: Advisory Support to the EU Agricultural Knowledge and Innovation System (AKIS) and Future Skills in Agriculture for Ukraine
ADT Project Consulting GmbH is an innovative and reliable German consulting firm that focuses on technical assistance and international projects in the areas of livestock, agriculture, veterinary & food safety, agribusiness and rural development. Since 1995 we have been working for governments, development agencies, public institutions as well as for enterprises and organisations in the agriculture and food industry in more than 60 countries (see sourcecode.al/adtproject2/). Main clients are the German Ministry of Agriculture, Food and Regional Identity (BMLEH), EU EuropeAid and other EU programmes, GIZ, FAO, USAID, WB and other public donors as well as private organisations/companies.
Project objectives
The project supports Ukraine in aligning its agricultural sector with EU standards and policies, with a particular focus on:
- Development and operationalisation of an EU-aligned Agricultural Knowledge and Innovation System (AKIS)
- Strengthening agricultural policy frameworks and governance structures in line with EU requirements
- Advisory support on EU agricultural legislation, institutional roles, and implementation mechanisms
- Modernisation of vocational education, qualifications, and advisory services according to labour market needs
- Capacity building of public institutions and stakeholders involved in agriculture, education, and advisory services
The assignment is expected to start in Beginning of march 2026 with an anticipated duration of approximately 9 months. The project is financed by GIZ on behalf of BMZ and EU partners.
Qualifications:
- University degree (Master/Diplom) in EU Law, Public Administration or related fields
- Minimum 5 years of professional experience in EU legislation, policy advisory, or regulatory alignment
- Proven experience with EU agricultural legislation, policy frameworks, and approximation processes
- Knowledge of EU Common Agricultural Policy (CAP) and related regulatory instruments is an asset
- Experience in development cooperation projects, preferably in Eastern Europe or EU accession contexts
- Strong analytical, drafting, and advisory skills
- Excellent command of English (C1 level); Ukrainian language skills are an advantage
- Ability to work independently and in multidisciplinary expert teams
Tasks:
- Review and analyse EU legislative acts and regulatory frameworks relevant to agriculture, vocational education, and advisory systems
- Support the development of EU-aligned legal and policy recommendations for Ukrainian counterparts
- Advise public institutions on institutional roles, governance models, and implementation mechanisms in line with EU standards
- Contribute to the preparation of policy notes, legal drafts, roadmaps, and strategic documents
- Participate in expert workshops, consultations, and online advisory sessions with stakeholders
- Support capacity-building measures for public authorities and sector institutions
- Ensure coherence between legislative recommendations and labour market, skills, and qualification requirements
Contribute to knowledge sharing and documentation of results in coordination with the project team
