Livestock Identification Program for AlUla

Project Description

The aim of this project is to execute the development and implementation of the Livestock Identification Program in AlUla County with the objective to support livestock development and consumer protection by

  • Improving livestock management and sustainability of livestock farming
  • Improving animal disease control including respond to disease outbreaks
  • Improving food products’ safety by traceability and reducing foodborne diseases
  • Improving market access for farmers

The project objective is therefore the development and implementation of an efficient LIS  for all sheep, goats, cattle and camel in AlUla covering the core functionalities of registration of establishments, the identification and registration of animals, movement control in/out or within AlUla, and identification device management as well as the additional functionality of an animal health component relating to animal health issues of public relevance.

The service includes the assessment of the existing livestock identification in KSA, the design of a sustainable and customized LIS for AlUla, the development of the respective software application, the training of user groups on the test environment, an awareness campaign for all stakeholders of the system, the pilot and full rollout of the production system, the ownership transfer to the competent authority, and a maintenance service period after handing over of the system.

The system is in compliance with best practices of international standard setting organizations in terms of data collection, control and processing.

Services provided:
  • Conduct of a comprehensive Assessment of the current existing livestock identification in KSA and recommendations for the future LIS for AlUla
  • Specification of the functional and non-functional requirements of the future LIS for AlUla
  • Preparation of the software documentation and IT requirement documents with a detailed description of all functionalities of the LIS application (business processes, use cases, data elements) and interaction with workflows in the field, devices and data capture forms
  • Development of the software including mobile applications for different user groups
  • Inhouse test of database
  • Preparation of User Manuals and Training material and training of all user groups and system admin on the test software, preparation of guidelines and SOPs for field procedures
  • Information and awareness campaign for farmers
  • Conduct of pilot phase on production software and preparation of lessons learned report after pilot phase
  • Implementation of full rollout of the LIS in all of AlUla
  • Management of follow up activities (natofication, identification and registration of new borns, movement notification, slaughter notification)
  • Handing over of source code and ownership transfer to the RCU as competent authority
  • Support and maintenance services according to this Service Agreement
